SWIMMING POOL

The Riviera Towers outdoor swimming pool can be accessed from the mezzanine level. It is open, unless otherwise posted, from Memorial Day to Labor Day during posted hours.

The pool is open only when supervised by a lifeguard. Residents’ access cards are programmed to permit access to the pool area. Arrangements for guests must be made with the Management Office or the concierge. Guests must be accompanied by a resident. There is a fee for guests; however, any resident who is the sole occupant of an apartment is permitted one free guest. Swimming pool rules are distributed to residents at the beginning of the season, along with any other information concerning the use of the pool. Children, under twelve years of age, are not permitted in the pool area without adult supervision. PROPER ATTIRE, INCLUDING SHOES, IS REQUIRED INSIDE THE BUILDING.

The pool may be temporarily closed, at the Management’s discretion for reasons such as no lifeguard on duty, thunder, lightning, failure of pool operational devices, windstorms, heavy rain, etc.

There is a large municipal pool located on Hillside Road. Further information about accessibility to this pool is available from the West New York Town Hall. The Town of West New York also offers residents use of tennis courts and basketball courts. You must contact Town Hall to make reservations and obtain passes. Town Hall is located a few blocks west of Riviera Towers, on 60th Street near Bergenline Avenue.

TERRACES

An apartment terrace is a building common element, but is assigned for the shareholder’s exclusive use. Painting of the terrace ceiling is the responsibility of the shareholder, using only an approved paint color. Carpeting and tiling is not permitted on the terrace floor. Painting of the terrace floor with a special non-skid, water proof paint, in a choice of two colors, is being done at the expense of the shareholder. This is required to prevent deterioration of the terrace floor. No painting, decorations or appurtenances may be installed which would negatively affect the appearance of the building. Heavy non-plastic terrace furniture, which is below the height of the railing, is appropriate. Please be sure that all loose items are secured because of the frequent high winds. It is very dangerous to have anything fly off a terrace, or to have anything thrown from a terrace. Also, please do not feed pigeons. They are noisy, leave droppings, and are a health hazard.

Do not use the terrace to display signs, clothing or any other unsightly items. Approval for large containers can be obtained from the Management Office.

No new enclosures are permitted for the terraces. When a shareholder sells an apartment, the shareholder may be required to remove the enclosure at his/her cost and restore the terrace to its original condition if the enclosure is not in good condition. Riviera Towers reserves the right to charge for costs related to terrace enclosures. No window air conditioners are permitted.

Terrace railings will be maintained by Riviera Towers. Any deterioration or deficiency should be reported immediately to the Management Office. Terrace doors should be closed or fastened when open to prevent breakage from being blown shut by high winds. The resident is responsible for the replacement cost.

BY ORDER OF THE FIRE DEPARTMENT, COOKING OF ANY TYPE IS PROHIBITED ON THE TERRACES. Even small electric cookers are prohibited. Fines will be issued to anyone violating this ordinance.

Replacement windows and terrace doors have been installed. The manufacturer has provided us with instructions of how to operate and maintain the windows and doors. A copy can be obtained from the Management Office. Click here for the instructions.

COMMUNITY ROOMS AND GYM

The small Community Room is available for club and social meetings without cost to residents. Access to the room must be obtained from either the Management Office or concierge. Those using the room MUST clean up when they leave. No children under the age of 14 are permitted without the supervision of an adult.

The large Community Room is used to show movies (for a fee) and assorted exercise classes (for a fee). Schedules for these activities are posted on the bulletin board.

The rooms are also used for the Annual Holiday Party, Flea Market, Spring Bazaar and various other Riviera Towers activities.

These rooms are available for private parties and can be reserved through the Management Office. The fee depends upon the amount of time needed and if one or both rooms will be required. This is done on a first come – first served basis.

The Gym (located on the C level of the building) is available to RT residents for a very reasonable annual fee. To make arrangements to join the RT gym, see the Management Office, or download the appropriate form here.

LIBRARY

A small library for the residents of the building is located in the rear lobby near the mailroom. It is maintained on a volunteer basis. Books are contributed by residents. Residents may do some occasional reading in the library or take the books or magazines with them. Since everything is contributed, there is no record kept of donations or withdrawals. Contributions of interesting materials of any sort are welcome, except text books, old magazines and books in very poor condition. There are only 2 chairs in the library area and are for residents only. NO EATING IS ALLOWED IN THIS AREA.

LAUNDRY ROOM

There is a laundry room on each residential floor of the building, containing a washing machine and a dryer.

WASHING MACHINES AND DRYERS ARE NOT PERMITTED IN ANY APARTMENTS.

The machines have been installed and are maintained by the Fowler Corp. Both washers and dryers are operated with a money card, which can be replenished at a machine on the lobby floor. If lost, a new card may be purchased from the Management Office. All instructions on how to use the machines have been posted on the walls in the laundry rooms. Care should be taken not to overload the machines. It is important to remember to clean the filter after each drying cycle is completed. If spills occur, please clean it up immediately.

In the event you have a problem with the machines, or with your money card, contact the Management Office and advise them of the problem.

If there is any flooding in the laundry room, contact the Management Office or the concierge immediately.

ELEVATORS

The building has four passenger elevators: two lower level elevators, making all signaled local stops from the main lobby to the 19th floor; and two upper level elevators, from the main lobby and mezzanine levels non-stop to the 20th floor, making all signaled stops to all floors from the 20th to the 34th or penthouse floor.

All elevators also stop at the first basement “C” (Concourse, where RT management offices, the gym and the two community rooms are located), and one lower level elevator also stops at the sub basement “SC”, where most of the paid storage areas are located. A fifth or “service” elevator is available for moves, large item deliveries, and building maintenance activities. It goes to all floors including the basement (C) and sub basements (SC and 2SC) and is also used in the event of passenger elevator outage or when a passenger elevator cannot otherwise be used. With the installation of a state-of-the-art emergency generator in April, 2006, the service elevator will stop at all floors in the event of a power outage or “blackout”.

Arrangements for moving in or out and/or moving large articles must be scheduled with the Management Office in advance so that the service elevator can be reserved for this purpose to avoid schedule conflicts

One garage elevator runs from the lobby level down to each of five parking floors. The sixth floor is not currently available for parking.

SHOPPING CARTS AND LUGGAGE RACKS

Shopping carts and luggage racks must be obtained from the Doorman/Valet and are available for residents under the following conditions:

  1. Residents are required to promptly return all carts to the cart storage room near the front door.
  2. Leaving carts in the hallways or elevators without returning to them to the cart storage room within a reasonable amount of time may result in the loss of privileges for their use. Carts may not be kept in individual apartments.

FRONT LOADING AREA - VALET PARKING

Fire regulations prohibit parking in front of the building. Cars left unattended in this area are subject to ticketing and towing at the owner’s expense.

If you have to unload any packages from your car, the Valet will assist you with a shopping cart or luggage rack and will bring the cart/rack inside the building while you park your car.

All guests must stop at the front entrance and give their car to the valet. There is 20 minute free parking. The parking rates are listed at the front entrance.

PARKING

Riviera Towers has a parking garage below the pool deck area, currently managed by Laz Parking. All parking arrangements are made with the garage manager. All resident parking in the garage requires the use of access cards available from the Management Office.

VEHICLE SPEED WITHIN THE GARAGE IS LIMITED TO 5 MPH AND HEADLIGHTS MUST BE TURNED ON.

Guest parking is handled by the valet, located at the front entrance to the building. Available guest parking space is limited. A parking attendant at the building entrance will park and return guest cars. If the concierge is notified when the visit has concluded, the guest car will be ready in the front of the building.

No parking is allowed in the front entrance area of the building other than for loading or unloading of passengers and their baggage or packages. When space is available, twenty minute parking is allowed on the deck at the entrance of the garage; however the concierge must be informed. There are two spaces at the front entrance of the building for short time parking (20 minutes) under control of the parking valet. For longer guest parking, a fee schedule is posted at the front entrance on the valet’s stand.

MAIL, NEWSPAPER AND PACKAGE DELIVERIES

Mail is delivered to the letter boxes provided in the mail room. UPS and other packages including oversized US mail are delivered to locked enclosures under the supervision of the concierge. Please do not request any staff members to accept COD packages on your behalf.

Other packages that cannot be personally delivered may be left with the concierge. The concierge may refuse to accept oversized or overweight packages, or “of apparently special value”, or which require "resident's only" signatures, or involve special attention. Arrangements should be made to have such items delivered directly to the occupant.

In the event of any extended absence, a resident is responsible for notifying the U.S. Postal Service to forward or hold the mail. Arrangements may be made with a friend or neighbor to pick up mail or newspapers while the resident are away. A resident should advise the Management Office of extended absence and give a contact number or person to be notified in an emergency. Also, the resident should instruct the newspaper delivery person to discontinue service during the absence.

There is a US mail box adjacent to the Riviera Towers mail boxes for the posting of mail. Special mail such as overnight mail, Federal Express, etc. is usually delivered to the concierge who will call the appropriate apartment. When mail or packages are held near the concierge's location, notices are provided in the resident's mail-box.

There is a small U.S. Postal Service satellite station a few minutes walk from Riviera Towers on Park Avenue just north of 60th Street.

CONVENIENCE STORE

There is a convenience store located in the rear lobby that offers a great variety of items and provides services including dry cleaning. The store was established as a convenience for the residents of Riviera Towers. Items on sale include newspapers, magazines, greeting cards, groceries, laundry and dishwashing supplies, etc. A copy machine is available and faxes may be sent and received there. The store telephone and fax number is (201) 869-7000. Store hours are posted on the door.

The store also maintains vending machines for snacks and soft drinks, as well as an ATM machine. These machines are located in a small area adjacent to the library toward the rear of the building. Please note that the laundry card may be replenished with the Fowler machine also located in this area.

STORAGE ROOMS ON RESIDENTIAL FLOORS

A storage room, containing shelf storage space, is located on most floors. There is no charge for this storage area. A key may be obtained from the Management Office for a small fee. For those floors that do not have a storage room, space has been allocated on another floor. Each resident is entitled to one small shelf or half of a large shelf, in the locked storeroom. The allotted space for each apartment has been marked on the shelves. Rules for storage are posted in each room. Identification should be attached to anything placed in the rooms. The building superintendent has been authorized to dispose of improperly stored or untagged articles.

It is not permissible to store any article that is flammable, foods or materials that attract vermin or insects, or materials that are degradable, noxious or offensive. Items must be stored in containers and must not extend beyond the allocated shelf space. Floor space must be kept clear.

No special security is assigned to these rooms. There is access to each room by other floor residents with their keys. RIVIERA TOWERS DOES NOT HAVE ANY RESPONSIBILITY FOR MATERIALS STORED AND RESIDENTS USING THE ROOM ASSUME ALL RISK OF LOSS OR INJURY IN CONJUNCTION WITH SUCH USAGE.

BASEMENT STORAGE BINS

Wire-cage storage bins of various sizes are available for a yearly rental on the C and SC levels of the building. These are accessible from one of the low rise elevators, the service elevator, and the garage elevator. The Management Office will program the resident’s access/security card to permit entry into the assigned storage area. Leasing and payment arrangements for these bins, as well as some extra large storage areas, are made with the Management Office. Riviera Towers cannot assume any liability for loss, damage or injury resulting from the use of the area. The resident provides a lock for the assigned storage bin and should obtain personal insurance to cover its usage. No hazardous, flammable, perishable or other dangerous materials are permitted in the storage areas.

BICYCLE STORAGE

Bicycles ARE NOT to be wheeled (but they may be carried) through the lobbies or halls of Riviera Towers, nor are they to be taken into the passenger elevators (unless carried). Storage facilities for bicycles are available as follows:

  1. Storage bins are located in the basement, as described above. The garage and garage elevator should be used for access.
  2. In outdoor storage, under an overhang near the entrance to the parking lot in the rear of the building. Availability is on a “first come, first served” basis. No reservation of space is permitted and there is no charge for these spaces.
  3. Assigned spaces for a fee, inside a locked storage room next to the garage entrance. A rental agreement, available from the Management Office and on the web here, must be completed.

There may be limited space for such storage. Guests with bicycles must first log-in and then log out with the concierge. Each bicycle under items 2 and 3 listed above must have a clearly visible tag showing the apartment number of the bike owner or guest. Since no special security is provided, the owner assumes all liability in conjunction with bicycle storage, damage or injury. Bicycles that interfere with proper use of space by others, or that present a hazard, or the case of item 3 above, for which rental has not be paid for 30 days, may be removed by Riviera Towers staff and disposed of. Motorcycles or motorbikes may not be stored in this area. Space may be available for these in the garage and should be discussed with the on-site garage manager or the Head Concierge.

ELECTRONIC SECURITY SYSTEM

Riviera Towers has a security system consisting of a photo ID access card, cameras in strategic areas, and intercoms. The cards must be passed over a sensor which is located outside certain areas such as: the garage entrance and exit, the entrance from the garage to the building, and the entrances to the first floor stairways, the gym, the community rooms, the Management Office, various residents’ storage areas, and the cart room.

Residents’ cards are programmed for the entrances, 1st floor stairwells and the cart room. If applicable, the cards are also individually programmed for some of the other areas. Use of these specially programmed cards is recorded in the system computer. Each resident is issued one card; but may purchase a second card to permit access to the garage areas only. Use of this second card will disable garage access functions of the primary access card. Any reported lost access cards and the card of prior building residents will be de-activated and removed from the security system . Replacement cards may be obtained at the Manager’s Office for a reasonable fee.

Split screens are installed in the consoles of the property manager and the concierge to display the areas covered by the various installed cameras.

At this time, Riviera Towers has the most extensive security system of any high-rise building on Boulevard East.

KEYS AND SECURITY

All residents are requested to make sure that the Management Office has duplicate keys to the apartment for emergency use only. All residents' keys in Management’s possession are kept in a locked safe under control of the building manager. Keys given to any other person or employee other than the building manager are given at the resident's risk.

Additionally, if a resident leaves a key(s) with another resident, the Management Office should be notified of this for emergency situations. If a resident is to be absent from the apartment for a prolonged period, the Management Office should be notified of an emergency number and/or a local contact.

Should an emergency require the management to forcibly enter a locked, unoccupied apartment for which keys have not been provided, the resident assumes the risk for all losses or damages that may occur.

Riviera Towers is not responsible for any losses due to theft in apartments. Many thefts in apartment houses are facilitated by improperly locked apartments. Your "home owners" insurance policy may cover theft, damage, or vandalism inside your apartment.

The concierge will screen people not recognized. Also, the building has installed security cameras at certain entrance/exit doors and in elevators.

RESIDENTS SHOULD NOT HESITATE TO ADVISE THE CONCIERGE OF SITUATIONS THAT MAY SIGNAL POTENTIAL VANDALISM OR DANGEROUS OR ILLEGAL ACTIVITY.

VISITORS

Visitors may include maids, other workers, or guests, and may be provided with an apartment key by the resident.

If a guest visits when the resident is at home, the concierge will call the resident with the guest’s name, and the guest will be permitted entry upon approval by the resident.

If a guest visits when the resident is not at home, the guest will not be admitted unless the resident has filed an access consent form with the concierge. This form indicates who should have access to the apartment when the resident is not home, and the period of time that the resident grants this permission. Filling out this form can prevent embarrassment and inconvenience. “Guests” for which the access consent form should be filed include cleaning people, baby sitters (nannies), renovation people, and even relatives.

Deliveries, usually UPS or FedEx, are accepted by the concierge and the resident is notified by a slip in his/her mailbox. For all other deliveries, such as food or prescriptions, the resident will be called to come to the lobby and pick up the delivery. If a tenant is physically unable to go to the lobby, prior arrangements may be made with the Management Office.

APARTMENT MAINTENANCE

The resident is responsible for the maintenance of his/her apartment. The maintenance charges assessed to shareholders cover the expenses related to electricity, gas, or water used within apartments since these costs are not billed as separate expenses to the individual residents. Since all residents and shareholders share these expense, it is most efficient to conserve resources where possible. Generally, internal, non structural items within the apartment are the responsibility of the shareholder, as stated in the Proprietary Lease. This includes painting, installation, and maintenance of appliances, central air conditioning, and adequate maintenance of bathroom tiles to prevent leakage. The shareholder must notify the building superintendent (or representative) of any condition requiring service. For example, if the unit air conditioner leaks and the building is NOT notified, any subsequent floor damage will be the shareholder’s responsibility. The shareholder is responsible for damage caused by the shareholder, subtenant, guest, or service person, to building fixtures, surfaces, or appurtenances.

At the present time, standard plumbing fixtures, common to the majority of the apartments will be maintained at no cost to the resident particularly with regard to line blockage, dripping and leaks. All non building installed fixtures, as well as appliances, must be repaired by the shareholder, or in some instances be repaired by building staff at a separate cost. Tenants may employ building maintenance staff to do work in their residences, provided that these projects do not conflict with staff working hours at Riviera Towers . Such work will, in effect, be a contract between the resident and the worker(s) and will not involve Riviera Towers. Residents should be sure that their home/apartment liability insurance covers such work. Certain work, such as plumbing repairs may be made by building staff at rates listed in a schedule available from the Management Office. Check with the office concerning charges.

The apartment’s windows and terrace doors, heating/air conditioning units, master antenna, exterior walls, and plumbing and electrical lines running inside the apartment walls to other areas of the building are common elements, and will be maintained by Riviera Towers. Window or terrace door glass breakage is the responsibility of the shareholder. None of these common elements, however, may otherwise be removed, altered or obstructed without the express written consent of the Board of Directors.

Apartments must be maintained in a manner that does not violate governmental or Riviera Towers rules and regulations. The apartment must NOT be maintained (a) in a condition that encourages vermin or similar pests, (b) in a hazardous condition (such as the storage of flammables), (c) in a manner that would require extensive restorative work for another occupant, (d) that generates pervasive odors, or (e) is otherwise objectionable.

BULLETIN BOARD

There is a bulletin board for residents in the lobby near the mail-boxes. All official notices will be posted there, including Board meeting dates and times. The tenant bulletin board may be used for non commercial notices and listing personal items for sale. There is also a bulletin board in the gym for relevant notices.

TELEVISION

Riviera Towers is served by Cablevision, who has a bulk service contract with Riviera. Residents subscribing to this service should contact the Management Office if they obtain no resolution of issues at the Cablevision telephone number listed on the Community Information Page.

For residents who do not subscribe to a cable service, the building provides reception for broadcast channels through a master antenna that is located on the roof. An outlet is provided in the living room of each apartment for this free service. Riviera Towers has a contract for servicing this limited TV signal source; problems should be reported to the Management Office.

No large, unsightly, or unsafe antennas may be installed on the terraces. However, there are detailed rules link to Satellite Dish Guidelines that specify the permitted location of satellite TV dishes on resident’s terraces.

COMPACTOR (REFUSE) ROOM

A compactor room is located on each floor for the disposal of garbage, refuse, boxes, packing, etc. Directions for use are posted in English and Spanish.

The chute in each compactor room is for the disposal of garbage type materials only. Garbage must be bagged and tied before disposal.. For the safety of staff, GLASS MUST NOT BE THROWN DOWN THE CHUTE. Clothes hangers or heavy materials also should not be disposed of in the chute.

Riviera Towers has a recycling program; consequently, two boxes, each marked accordingly, are provided for the disposal of newspapers and glossy pages. A recycling barrel is also provided for disposal of glass, plastic, metal and similar materials. Containers with residue should be washed before throwing in the barrel. Clothes hangers may be hooked on the edge of the barrel. Broken glass should be placed in heavy paper bags or other containers and the enclosure should be labeled "GLASS" in large letters.

Large items such as major appliances, furniture, or mattresses must be disposed of by arrangement with an approved carter. If building services or elevator permission is needed, prior arrangements must be made with the Management Office. In some cases, Riviera Towers building services may accept the items for disposal, but there may be a charge. When buying new appliances, mattresses, furniture or similar large items, be certain that the delivery includes removal of the old items.

There are state laws and rules governing the disposal of hazardous materials including corrosive, poisonous, and contaminating materials. Residents are responsible for properly discarding materials falling into this category. For example, automobile lubricants and batteries can be disposed of at many auto parts suppliers and repair stations. Other such materials include pesticides, paints, aerosol cans, solvents, fire extinguishers, etc. To learn how to properly dispose of these items call the Hudson County Improvement Authority (HCIA) at 1 800 540 0987.

EXTERMINATING SERVICE

The building is under contract with an exterminator. If this service is needed, a work request should be left with the concierge. There is no charge to the shareholder. Dates for extermination can be determined at the time the request is made. If warranted, a report of the situation should be made to the Management Office.

SERVICE COMPLAINTS

Any complaints about the behavior or service of specific Riviera Towers employees should be submitted IN WRITING to the property manager (rtmgt@optonline.net) and/or where appropriate to the Board (rtboard@optonline.net). Each complaint will be fully investigated. When a complaint against a particular RT employee is involved, the employee will be given an opportunity to give his/her side of the story. Where disciplinary action is warranted, the employee will be cited or otherwise disciplined and a written record of the disciplinary action and its cause placed in the employee's work record.

Employees of the building take their instruction from the superintendent, the Managing Agent and the Board of Directors, in that order. The Board is the authority on all matters of policy governing the operation of the building and its staff. Residents should not give orders to building employees, nor should employees be verbally abused for carrying out their duties. Any complaint should be made as noted above, not to the employee involved.

Please note that the concierge, doorman, and porters are NOT employees of Riviera Towers. However, the same procedure stated above should be used regarding any complaints so that the property manager can transmit them to the appropriate companies that have contracted with RT and employ these workers.
